Sounds to me like this is propaganda designed to shirk the storyline that Operation Fast & Furious has produced.
The sad part is: the Republicrats are trying to string out the evidence for F&F until the elections (thereby weakening their case) and this ploy by the left (claiming that it was just a few rogue agents in AZ that came up with the plan) will likely work on the uneducated public.

Virginia lawmakers vote to lift handgun purchase limit
The Virginia Senate voted Monday to lift the state’s one-per-month limit on handgun purchases, eliminating a 19-year-old cap that critics called outdated but gun-control activists credited with tamping down weapons trafficking.
The house already approved it, so this basically makes it a done deal.
