    America was already pretty close to reaching a Kenya-style Third World tinpot dictatorship.
    First, it was the VA's efforts to disarm law-abiding military veterans for supposedly being “mental defectives,” even though 18 U.S.C. 922(g) requires “adjudications” and there were none.
    Then, it was the ATF's actions to copy 4473's and compile a gun registry, even though 18 U.S.C. 923(g) and other provisions of McClure-Volkmer prohibited that.
    Then, it was Obama's moves to illegally require reporting of multiple gun sales ... and feed gun information into a national health database ... and repeal federal privacy laws (HIPAA) ... and try to ban the importation of shotguns.
    All without any statutory authority whatsoever.
    Now, within the last week, according to the Military Arms Channel Blog, the ATF may be on the verge of banning the importation of steel core 5.45x39 ammunition by regulatory fiat.
    According to the website, the rumor stems from an importer who had filed a Form 6 to bring a shipment of 7N6 surplus ammo from Russia. The form approval went well past 2 weeks, which is the normal time frame for a Form 6 to be approved by the ATF.
    The importer emailed the ATF to find out what was going on, and received this email response back: "A handgun has now been manufactured that chambers a 5.45x39 round. That now makes steel core 5.45x39 armor piercing under our definition..."
    This will not be the first time legal ammunition has been deemed by the ATF to have become mysteriously illegal because a new gun has been created.
    Nevertheless, this is certainly a strained and perverted reading of what "armor piercing ammunition" is -- a definition which looks to the metallic content and/or the intended use of the ammunition -- not to all possible uses.
    A couple of points need to be made:
    (1) First, the heavily-abused "armor piercing ammunition" ban was yet another gun control measure slammed through by Senator Bob Dole with the acquiescence of certain "pro-gun groups."
    (2) Second, if anyone wondered why we have fought for almost thirty years to oppose efforts to make the definition of "armor piercing ammunition" much broader, malleable, and subject to abuse, this recent ATF action is their answer.
    We have defeated Obama's efforts to rewrite this definition by statute. But it is clear that, if the Obama administration can't get Congress to pass an ammunition ban, it will ban ammunition on its own accord.
    ATF will do what ATF will do -- or not.
    But it is time for Congress to use the "power of the purse" to stop these repeated exercises to turn both the Constitution and the laws into a roll of toilet paper.

    Rumors have been circulating that last two days that the BATF has stopped the importation of steel core 5.45×39 ammo. After reading this news on social media, I’m sure many of you fired up your browser and gave Google a thorough workout trying to find a copy of the official BATF letter that gives the smack down to cheap 7N6 ammo… and like me you were probably unable to find such a letter.

    That’s probably because such a letter doesn’t currently exist.
    The rumor stems from an importer who had filed a Form 6 to bring in a shipment of 7N6 surplus ammo from Russia. The form approval went well past 2 weeks, which is the normal time frame for a Form 6 to be approved by the BATF. The importer emailed the BATF to find out what was going on with this particular import request and received this email response back.

    The importer wishes to remain anonymous because of the backlash that’s certain to come from the darkest corners of the internet. Can you blame them? After all, no good deed goes unpunished online.
    What’s interesting is that the Form 6 hasn’t been rejected yet, which would be the normal procedure. It appears the ATF is simply sitting on Form 6′s for steel core 5.45×39 ammo for some reason. I suspect they’re waiting for a formal ruling to come down from the BATF brass before the official denial letters are sent out.
    So, has the ATF definitively shut off all steel core 7N6 5.45×39 imports? Not officially, but it looks as though there is something afoot, and that “something” doesn’t look pretty.
    This wouldn’t be the first time the BATF had shutoff imports of steel core rifle ammo because someone made a pistol that chambered it. Back in 1994 Olympic Arms screwed over American gun owners by manufacturing a 7.62×39 AR15 pistol. The moment they ran ads for the new pistol the BATF came down like a hammer and shutoff all 7.62×39 ammo imports that featured steel cores. The Gun Zone has the full story on that debacle.
    The ATF isn’t speaking publicly about who made the 5.45×39 handgun in question, at least not yet. I’m sure the firearms community will be curious to find out who the culprit is that created such an abomination so they can receive the ridicule they so aptly deserve. Meanwhile, the waiting game continues to see if steel core 5.45×39 is shut off from future import.
    UPDATE:
    Copes Distributing has confirmed that the ATF has in fact shut off the import of 5.45×39 surplus ammo. From a post they made on AR15.com at 3pm today:
    Confirmed from the IMPORT BRANCH of the BATFE…Just got off the phone with them….Exact words No more Imports of 5.45×39 Ammo……. Don’t hate me as we are OUT OF STOCK ALREADY….. Just delivering the message…

    Only a few days ago James Yeager posted and you guys spread the word to every digital corner of the World Wide Web.
    This is a copy of the letter sent to the BATF by Congressman Matt Salmon. We must urge other Representatives to make similar inquiries into the BATF’s action.

    We had caught the ATF midstream trying to make a regulation change thus banning 7N6 surplus from ever reaching US shores again. This gave us an unprecedented opportunity to stop the ATF dead in its tracks.
    Many of you knew what to do with this information and started calling your representatives demanding action. Others were distracted by forum posts that falsely claimed the whole story was fabricated by distributors trying to drive up prices on surplus ammo for profit.
    Enough of you raised your voices that Congressman Matt Salmon from Arizona sent a letter to the BATF demanding they explain themselves. This is an outstanding accomplishment given this news broke only two days ago, however we’re going to need to do a lot more to win this fight.
    Now is the time to make your voices heard. We CAN stop this ban from becoming permanent but it will take everyone reading this to do their part. Here’s the battle plan.
    Get people talking about this and let them know we can stop this from happening. Make posts on forums, Tweet this blog post, post it to your Facebook and G+ walls, get the word out!

    I suggest you send them the following email, or one similar to it:
    Dear <Representatives Name>,
    I have recently learned the BATF has halted the importation of Russian made surplus ammunition known as “7N6″ or 5.45×39. This ammunition has been legally imported for years and is popular with American sportsmen and shooters because it is a cost effective alternative to more expensive commercial offerings.
    I ask that your office contact the BATF and demand an explanation as to why they have stopped allowing the import of “7N6″ 5.45×39 ammunition and urge them to revisit their decision.
    Thank you for your continued support of the Constitution and our 2nd Amendment rights.

    I also urge you to contact the NRA, GOA, SAF, NAGR and other gun rights organizations and demand they get involved. A couple have already said they aren’t interested in joining the fight to save 7N6 and it’s up to us to convince them otherwise.
    We stopped Dianne Feinstein and her cronies from passing a second “Assault Weapons Ban” after Sandy Hook, and many thought its passage was inevitable. We can stop the BATF from banning future imports of 7N6, all we have to do is take action. Let’s get it done.
