Err, I suspect not. Too many gaps and holes, e.g. hands, feet, foot prints etc.. We messed about with IR paint for vehicles and it didn't really work at all. Metal parts heat up during the day and radiate heat for some time during the night. We got pretty good at identifying opfor by the heat signatures of their equipment.

    What Mickey said.
I'd wager that it wouldn't stop me from seeing it at a realistic distance.
Do you really think we want laws to be observed? We want them broken. There's no way to rule innocent men. The only power any government has is the power to crack down on criminals. When there aren't enough criminals, one makes them. One declares so many things to be crimes that it becomes impossible for men to live without breaking laws. Who wants law-abiding citizens? Pass the kind of laws that can’t be observed, enforced, or objectively interpreted - and you create a nation of law-breakers.

I had made one out of plexiglass, but it was a little stiff!

Instead I decided to wear one of these. I should blend right in, especially at a Richard Simons convention!

Actually using something as simple as the emergency reflective blankets can work. It's a matter of reducing the heat signature or scattering it.

Not to sprout the obvious, but a disembodied head and pair of hands moving about is a bit of a giveaway. The military my have something better but the human body has to breathe and generates heat.
