The sad part of this that she's not the exception, she's the rule. Lawmakers introduce and pass laws ALL THE TIME that they have not even read, and certainly don't understand. The relevance of a piece of legislation to the topic it's designed to address usually never even comes up. That's how laws like the Patriot Act get passed, and no one knows what they actually do until months or years later.
But weapons laws, because they're usually proposed by people who have no basic understanding of weapons, often seem to be particularly inane.
