If you can get a section of rail that's flat on the bottom, mount your scope on the rail, then set the rail on a flat surface, then put the level on top. Just a suggestion that works for me.
I use a laser level bought at Lowes for the vertical and horizontal lines. I bought a cheap Black&Decker model which will project a vertical or horizontal line via red laser.
Then I place a small level on the rifle's top rail to level the rifle. Then I mount the scope in the rings somewhat loosely and place a small level on the top turret and level the top turret.
Then I look through the scope at the vertical laser line and gently start tightening the top of the rings down in a cross pattern front to back and so forth.
I constantly check the view through the scope.
Also I check the horizontal level with the laser too.
This gets me pretty close and eliminates manual guestimation.
The cool thing about the laser level is you can set mine to auto level vertically.
