So, I have an elcan and I’ve ran into a little problem and can send it in for maintenance. Everything works flawlessly besides the windage adjustment seems to be seized up and wont budge..any suggestions?

Check for obstructions. Try moving it both directions. You could have some sand or a tiny rock inbetween the base and the tube body

Wont give in either direction in the slightest bit

That's weird. Remove it from the weapon and see if you can find anything. I've never seen the windage bind up unless there was something stuck in there. I'd get ahold of elcan or armament technologies and see if they have any suggestions. If elcan asks you to send it back I'd inquire about ITAR, dunno about shipping to Canada.

You could also try working the elevation to see if that frees it up.
